Directs the Secretary of State to refer a proposed constitutional amendment to Oklahoma voters that would add Section 7A to Article 23 of the Oklahoma Constitution.

Limits recovery in civil actions for motor vehicle accident damages to medical costs, property damage, and lost income (excluding pain and suffering) if the plaintiff lacks compliance with the Compulsory Insurance Law.

Establishes seven exceptions to damage limitations, including cases involving drunk or drug-impaired drivers, wrongful death claims, passengers, non-vehicle occupants, intentional acts, hit-and-run accidents, felonies, dependent minors with uninsured parents, and terminated insurance policies with proper notice.

Allows any liable person found in the accident and their motor vehicle liability insurer to assert the recovery limitation unless an exception applies.

Sets the ballot title to read: "This measure adds Section 7A of Article 23. It limits the amount a person can recover for a vehicle accident if the person does not have insurance. It creates exceptions to this limitation."
