OK SJR31

Directs the Secretary of State to submit a proposed amendment to the Oklahoma Constitution adding Section 9A to Article II for voter approval.

Establishes that all state statutes requiring, authorizing, imposing or relating to the death penalty are in full force and effect, subject to legislative amendment or repeal.

Allows any method of execution unless prohibited by the United States Constitution, with methods designated by the Legislature.

Provides that death sentences cannot be reduced based on an invalid execution method, and death sentences remain in force until lawfully executed by any valid method.

Declares the death penalty is not cruel or unusual punishment and does not contravene any other provision of the Oklahoma Constitution.
