Applies to Congress under Article V of the U.S. Constitution to call a convention of states for proposing constitutional amendments on fiscal restraints, federal power limits, and congressional term limits.

Application counts as an application for a convention addressing each or all of the stated subjects and can be aggregated with other states' applications on balancing the federal budget, limiting federal power and jurisdiction, or limiting terms of federal officials.

Secretary of the Senate directed to transmit copies of the application to the President, Secretary of the Senate, Speaker and Clerk of the House, all federal representatives from Oklahoma, and presiding officers of state legislative chambers.

Application constitutes a continuing application under Article V until at least two-thirds of state legislatures have submitted applications on the same subject matter.
