Urges the U.S. Department of Commerce to expand its definition of allowable crude oil exports

Urges the President to acknowledge crude oil exports are in the national interest and exempt all oil producers from the current crude export ban under the Energy Policy and Conservation Act

Urges Congress to pass legislation removing the ban on crude oil exports and waiving Jones Act requirements for domestic crude oil shipments

Argues current trade restrictions artificially depress crude oil prices and dampen U.S. production, while the U.S. produced over 2.7 billion barrels domestically in 2013

Directs distribution of the resolution to the President, Secretaries of Commerce and Energy, congressional leadership, and Oklahoma's congressional delegation
