Recognizes April 6, 2015, as Tartan Day in the State of Oklahoma, commemorating the signing of the Declaration of Arbroath in 1320 and its influence on the American Declaration of Independence.

Honors the contributions of Scottish Americans to United States history, noting that almost half of the signers of the American Declaration of Independence in 1776 were of Scottish descent.

Acknowledges the United Scottish Clans of Oklahoma (USCO) and Scottish Club of Tulsa (SCOT) for promoting Scottish culture through the Iron Thistle Scottish Heritage Festival and Highland Games in Yukon on April 25-26, 2015, and SCOTFEST in Tulsa on September 18-20, 2015.

References Oklahoma's official tartan, created by Jerrel R. Murray using red, white, black, and gold on a blue field, which was approved and registered with the Tartan Registry Society and declared the official state tartan in 1999.

Directs distribution of resolution copies to the United Scottish Clans of Oklahoma, the Scottish Club of Tulsa, and SCOTFEST.
