Recognizes Title XII of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, which authorizes grants and agreements to expand access to mainstream financial institutions in Oklahoma.

Encourages U.S. Congress to fully fund Dodd-Frank programs at the U.S. Department of the Treasury, including multi-year demonstration programs for low-cost small loans as alternatives to payday loans and grants to community development financial institutions.

Requests that the U.S. Department of Treasury and the federal Consumer Financial Protection Bureau provide necessary resources and support to Oklahoma's state counterparts to implement these programs for unbanked and under-banked families.

Directs distribution of the resolution to the President, Vice President, Oklahoma's congressional representatives, the U.S. Secretary of the Treasury, and the Oklahoma Governor.
