Prohibits operating a motor vehicle on public streets or highways while composing, sending, or reading text-based communications on a cellular telephone or electronic communication device when the vehicle is in motion

Exempts emergency communications with emergency response operators, hospitals, physician's offices, health clinics, ambulance services, firefighting services, or law enforcement agencies

Establishes a maximum penalty of $500 in fines and court costs upon conviction

Authorizes municipalities to enact local ordinances enforcing these provisions, but municipal penalties cannot exceed state limits

Effective date: November 1, 2015
