Extends the sunset date for the Oklahoma State Athletic Commission from July 1, 2015 to July 1, 2019 under the Oklahoma Sunset Law.

Re-creates the Commission with nine members appointed by the Governor with Senate advice and consent, serving three-year terms expiring June 30.

Requires Commission membership composition of two professional combative sports practitioners, one professional wrestler, one sports medicine professional, one cable television industry representative, and four public lay members.

Prohibits Commission members and their relatives within the third degree from promoting, sponsoring, or having financial interest in professional combative sports or amateur mixed martial arts events.

Requires Commission members to serve without compensation but provides reimbursement for expenses under the State Travel Reimbursement Act and compliance with Oklahoma Open Meeting Act, Open Records Act, and Administrative Procedures Act.
