Terminates the Oklahoma Liquefied Petroleum Gas Research, Marketing and Safety Commission effective November 1, 2015, and replaces it with the Oklahoma Propane Education and Safety Council as a private nonprofit organization

Current Commission members transition to serve as the Council's governing board, with future members elected by the organization's membership

Council retains authority to collect industry assessments, set penalty rates, employ personnel, retain legal counsel, sue and be sued, borrow money, and purchase or dispose of property

All funds from the LP Gas Research, Marketing and Safety Revolving Fund, equipment, and property transfer from state control to the private nonprofit Council, exempt from state surplus property laws

Funds collected by the Council are prohibited from being used directly or indirectly to support or oppose candidates for public office
