Extends the sunset date for the P-20 Data Coordinating Council from July 1, 2015 to July 1, 2022, re-creating the council under Oklahoma's Sunset Law.

Council comprises 13 members including a Governor-appointed chair (Senate-confirmed), representatives from higher education, public instruction, career and technical education, legislative members, and representatives from business and education organizations.

Council must meet at least quarterly and advise state education agencies on creating a unified, longitudinal student data system for interoperability and efficient data sharing across state departments and agencies.

By October 31, 2009, Council must assess current student data systems; by December 31, 2009, Council chair must recommend statutory changes and actions needed to enable transition to unified data system.

Unified data system shall connect essential student-level data elements, facilitate cross-system data transfers, and serve purposes including improving teaching and learning, informing policy, and conducting research.
