HB 1022 Summary

• Extends the sunset date for the Educational Quality and Accountability Board from July 1, 2015 to July 1, 2022, re-creating the Board to continue operations under the Oklahoma Sunset Law.

• Board membership consists of 11 members including the Secretary of Education (Chair), representatives from higher education, K-12 schools, private business, workforce development, and parent-teacher organizations, with initial appointments required by July 1, 2009.

• Board authority includes reviewing adequate yearly progress determinations, testing contracts and specifications, test administration processes, cut score establishment, and serving as an independent auditing entity for the Oklahoma School Testing Program Act implementation.

• Requires a quorum of six members for conducting business and mandates at least quarterly meetings, with staff support provided by House and Senate staff, Office of Management and Enterprise Services, and Legislative Service Bureau.

• Members are exempt from Oklahoma's dual-office-holding prohibitions and shall be reimbursed for travel expenses in accordance with the State Travel Reimbursement Act.
