Amends Oklahoma's Self-Defense Act (21 O.S. 2011, Section 1290.26) to modify residency requirements for handgun licenses.

Changes language in Section C from "may apply immediately" to "shall apply within one (1) year" for persons aged 21+ with valid firearm licenses from another state to apply for an Oklahoma handgun license.

Out-of-state handgun licenses cease to be valid in Oklahoma once a person establishes residency in the state and obtains an Oklahoma handgun license.

Maintains reciprocal recognition of valid concealed and unconcealed carry permits from other states and non-permitting states under existing conditions.

Effective date: November 1, 2015.
