Amends the Oklahoma Emergency Response Systems Development Act to modify definitions related to ambulance services, emergency medical responders, and related emergency medical services personnel and systems.

Requires Licensed Emergency Medical Services to conduct Quality Assurance reviews of operations and medical care provided in accordance with standards developed by EMS Administration and Medical Control.

Establishes that Quality Assurance review proceedings, records, and continuous quality improvement activities are confidential and not subject to disclosure by subpoena, the Oklahoma Open Meeting Act, or the Oklahoma Open Records Act.

Authorizes EMS Regions, Ambulance Service districts, and municipalities to regulate and control ambulance service transports originating within their jurisdictions through ordinance or regulation that meets or exceeds State Board of Health standards.

Effective date: November 1, 2016.
