HB 1054 Summary

• Amends 21 O.S. 2011, Section 1051 to modify the reference in subsection B from "Section 36 of the Oklahoma Education Lottery Act" to "735 of Title 3A of the Oklahoma Statutes."

• Establishes that if the Oklahoma Education Lottery Act ceases to have legal force, the provisions permitting qualified organizations to conduct raffles shall also cease to have legal force.

• Defines "qualified organization" for raffle purposes to include churches, accredited schools, student groups, parent-teacher associations, fire departments, police departments, tax-exempt nonprofits under IRC Section 501(c), and organizations defined in Title 3A Section 402.

• Requires all raffles conducted by qualified organizations to be run by organization members without compensation and prohibits hiring outside persons or business entities to conduct raffles, sell tickets, or solicit contributions.

• Becomes effective November 1, 2015.
