Prohibits the sale of tires to consumers for use on public roadways that have tread depth less than two thirty-seconds (2/32) of an inch or are in unsafe operating condition.

Defines unsafe tires to include those with exposed ply or cord in tread area, tires marked "Not for Highway Use" or similar designations, tires with bulges or bumps in tread or sidewall area, and front steering axle tires on truck-tractors with less than four thirty-seconds (4/32) inch tread depth.

Requires tread depth measurements to be taken at three equally spaced intervals around tire circumference but not at tread wear indicators, tie bars, humps, or fillets.

Maintains existing exceptions for studded tires, tire chains, farm equipment, and operator-selectable "on demand" studded tires used during specified winter months (November 1 through April 1).

Becomes effective November 1, 2015.
