Amends 61 O.S. 2011, Section 322 to add the Department of Wildlife Conservation to the list of entities exempt from easement and right-of-way grant requirements on state lands.

Director of the Office of Management and Enterprise Services retains authority to grant easements and rights-of-way for telephone, electric, railroad, telegraph, and pipeline construction across state lands for periods not exceeding 20 years.

Department of Wildlife Conservation and its lands are now exempt from easement and right-of-way grant provisions, joining existing exempt entities including the Land Office Commissioners, Oklahoma Ordnance Works Authority, Oklahoma Department of Transportation, and Oklahoma Turnpike Authority.

Passed the House on May 20, 2016 and the Senate on May 24, 2016.
