Removes the requirement for front seat passengers to wear seat belts, leaving only operators of Class A, B, and C commercial motor vehicles and passenger vehicles required to wear properly adjusted and fastened safety seat belts.

Defines "passenger vehicle" as Class D motor vehicles, excluding trucks, tractors, recreational vehicles, motorcycles, motorized bicycles, and farm-use vehicles.

Allows the Commissioner of Public Safety to issue medical exemptions from seat belt requirements based on written physician attestation, with exemptions appearing as restrictions on driver licenses.

Establishes maximum fine and court costs for violations at $20.00 and prohibits the Department of Public Safety from recording points against a license holder's traffic record for violations.

Becomes effective November 1, 2015.
