Amends Oklahoma law to authorize licensed handgun holders to carry concealed or unconcealed handguns on private school property and in school buses/vehicles if the private school's governing entity adopts a policy authorizing such possession.

Allows licensed handgun holders to carry on public college, public university, and public technology center property with restrictions, with consent to carry not to be denied unless the licensee has been involved in a violent incident or shown reckless disregard for safety.

Specifies that handguns stored in vehicles on school property must remain locked and hidden from view when the vehicle is unattended.

Prohibits schools and higher education institutions from establishing policies that prevent licensed handgun holders from possessing handguns in designated areas such as parking lots, unless specific exceptions apply.

Establishes that violations are misdemeanors punishable by a fine not exceeding $250.00, and becomes effective November 1, 2015.
