Creates the JaRay Wilson Runaway Child Alert System Act, establishing a statewide alert system for missing or runaway children age 17 or younger whose disappearance poses a credible threat to their safety and health

Directs the Department of Public Safety to implement the system in cooperation with the Department of Transportation, Department of Human Services, local law enforcement, and the Oklahoma Association of Broadcasters

Designates the Commissioner of Public Safety as statewide coordinator, responsible for adopting rules on alert procedures, media distribution, public tip evaluation, and alert termination

Allows local law enforcement to activate alerts after verifying the child's age, unknown location, and credible safety threat, and requires immediate reporting to the National Crime Information Center

Amends existing child custody law to permit law enforcement to take a runaway child located through this alert system into protective custody while determining if the child is a victim of abuse, with out-of-state runaways subject to the Interstate Compact for Juveniles Act
