Amends Section 1290.26 of Oklahoma law to recognize valid concealed or unconcealed carry weapons permits or licenses issued by other states, or reciprocates under the permitting laws of nonpermitting states.

Persons entering Oklahoma with a valid out-of-state permit may carry concealed or unconcealed firearms and must disclose possession to peace officers upon contact.

Establishes that individuals with no felony convictions who are lawfully able to own firearms under the Oklahoma Constitution are considered individually licensed and verified by Oklahoma for purposes of the Federal Gun-Free School Zones Act.

Persons from nonpermitting states must present valid photo identification as proof of legal residency in that state, and the Department of Public Safety must maintain a current list of nonpermitting states for law enforcement.

Individuals age 21 or older with a valid firearm license from another state may immediately apply for a handgun license in Oklahoma upon establishing residency.
