Authorizes voters to hand deliver absentee ballots directly to the county election board no later than the end of regular business hours on the day prior to election day.

Requires voters who hand deliver ballots to provide proof of identity to the county election board, with "proof of identity" defined the same as in Section 7-114.

Maintains the 7:00 p.m. election day deadline for absentee ballots returned by mail, but creates an earlier deadline for hand-delivered ballots.

Prohibits candidates, campaign officials, and relatives within the third degree of consanguinity or affinity to candidates from witnessing or notarizing absentee ballot affidavits.

Becomes effective January 1, 2017.
