Citizens 21 years or older (except convicted felons) may transport a pistol openly in a motor vehicle, loaded or unloaded, for self-defense purposes without a handgun license, provided they are not engaged in criminal activity

Citizens without a handgun license may leave a concealed, loaded pistol in a locked, parked vehicle when away from their residence or business

Law enforcement officers are prohibited from disarming or physically restraining persons possessing unconcealed weapons in vehicles absent reasonable and articulable suspicion of other criminal activity

Changes the penalty for transporting a loaded pistol without a license from mandatory to discretionary, allowing officers to issue a $70 citation plus court costs rather than requiring it
