Amends the Oklahoma Self-Defense Act to allow handgun license applicants to complete firearms safety and training courses through interactive online programs approved by the Council on Law Enforcement Education and Training (CLEET), as an alternative to in-person instruction from registered firearms instructors.

Applicants who complete online training must still demonstrate competency and qualification with a pistol in person before a firearms instructor.

CLEET is directed to establish criteria for approving and certifying online firearms safety and training courses available via the Internet.

Original certificates of both training completion and competency/qualification demonstration must be submitted with handgun license applications; copies or reproductions are not acceptable.

Declared an emergency measure, taking effect immediately upon passage and approval.
