HB 1412 Summary

• Increases Oklahoma State Board of Medical Licensure and Supervision membership from 7 to 11 members, comprised of 9 physicians and 2 lay members.

• Establishes two-panel system with inquiry panels to investigate grievances and issue reports, and hearing panels to conduct disciplinary proceedings; prohibits inquiry panel members from serving on hearing panels for the same matter.

• Requires Board to prepare standardized grievance forms and investigators to conduct investigations, interview physicians, prepare investigative reports, and submit findings to inquiry panels for determination.

• Allows physicians to seek informal settlement of disciplinary matters through negotiated agreed orders between prosecuting attorney and responding physician, subject to Board approval.

• Removes Board's ability to accept license surrender in lieu of prosecution; repeals related sections and becomes effective November 1, 2015.
