HB 1432 Summary

• Amends 17 O.S. 2011, Section 139.110 to establish net neutrality protections for Internet access service providers, prohibiting blocking, interfering with, or discriminating against lawful content, applications, or services.

• Prohibits Internet access service providers from imposing additional charges on content providers beyond standard end-user fees and from providing prioritized traffic services to certain Internet content providers.

• Requires Internet access service providers to allow users to attach lawful devices to their networks and to offer service to any person upon reasonable request, while prohibiting network features that impede compliance with these requirements.

• Mandates that the Oklahoma Corporation Commission promulgate rules within 90 days to ensure provider compliance and permits reasonable network management consistent with nondiscrimination and openness principles.

• Requires Internet access service providers to publicly disclose detailed information about service speeds, nature, limitations, and network management practices affecting user communications.

• Effective date: November 1, 2015.
