Establishes the Oklahoma State Government Open Documents Initiative requiring the Chief Information Officer to develop and maintain the documents.ok.gov website with searchable public access to electronic state documents.

Requires state agencies, boards, commissions, and public trusts to submit searchable electronic versions of all publications otherwise required by law to be submitted to the Publications Clearinghouse, Governor, Speaker of the House, or President Pro Tempore of the Senate.

Mandates the Director of the Department of Libraries and Chief Information Officer publish a listing at least twice yearly of agencies failing to provide publications, with the Attorney General required to immediately institute mandamus proceedings to secure compliance.

Requires the Department of Libraries to publish a numeric compilation at least twice yearly of agency submissions to the Publications Clearinghouse, documents.ok.gov, and forms.ok.gov, and to prominently feature agencies receiving notices of failure on the documents.ok.gov portal.

Becomes effective November 1, 2015.
