Requires Department of Public Safety to issue driver licenses bearing "Sex Offender" designation to persons required to register as convicted sex offenders designated as aggravated or habitual offenders by Department of Corrections.

Requires Department of Public Safety to issue driver licenses bearing "Methamphetamine Offender" designation to persons required to register as convicted methamphetamine offenders with Oklahoma State Bureau of Narcotics and Dangerous Drugs Control.

Requires affected individuals to surrender existing licenses within 180 days of notice; failure to comply results in license cancellation for one year, with continued use constituting a misdemeanor punishable by fine of $25-$200.

Allows removal of "Sex Offender" or "Methamphetamine Offender" designation when individuals are no longer required to register.

Requires Department of Public Safety to develop procedures for issuing distinctive licenses identifying persons with ignition interlock requirements and modified driving privileges.
