• Abolishes the Oklahoma Employees Insurance and Benefits Board and transfers all duties and powers for managing state employee health, dental, life, and disability insurance to the Oklahoma Health Care Authority.

• Replaces references throughout statutes to the abolished boards with references to the Oklahoma Health Care Authority as the primary administrator of employee benefits.

• Restructures the governance by creating a new seven-member Oklahoma Employees Insurance and Benefits Board that operates in an advisory capacity, with members appointed by the Governor, State Insurance Commissioner, House Speaker, and Senate President Pro Tempore.

• Maintains existing employee benefit provisions including flexible benefits plans, vision care coverage, health savings accounts, and various coverage requirements while consolidating administration under the Oklahoma Health Care Authority.

• Becomes effective November 1, 2015.
