HB 1622 Summary

• Replaces end-of-instruction criterion-referenced tests with a single ACT-aligned assessment for grades 9-12 beginning in the 2016-2017 school year, with students taking the assessment by the end of 11th grade.

• Requires the State Board of Education to develop standards and assessments for grades 3-8 aligned to Oklahoma subject matter standards, with both norm-referenced and criterion-referenced scores, beginning in the 2016-2017 school year.

• Updates high school graduation requirements to require proficiency in mathematics, English, science, and United States History through the new assessment, with alternative subject-specific assessments available for students who do not achieve proficiency.

• Allows students scoring 10% above cut scores on ACT, SAT, ACT Plan, or PSAT/NMSQT to be exempt from alternative assessments; applies similar exemptions for Advanced Placement, ACT Workkeys, CLEP, and IB exams.

• Effective July 1, 2015, with emergency provisions allowing immediate implementation.
