Removes mesh size restrictions for nets and traps used in commercial aquatic turtle harvesting, eliminating the previous requirement of minimum 3-inch square mesh or 2x4-inch mesh with escape holes

Requires commercial turtle harvesters to obtain a valid license and attach identification tags with owner's name and license number to all traps

Limits commercial turtle harvesting to private ponds (with owner permission) and municipal lakes (with written municipal authority permission)

Prohibits commercial turtle harvesting from designated scenic river areas and major river channels restricted by the Oklahoma Wildlife Conservation Commission

Violations are punishable by fines of $100-$500, up to 30 days imprisonment, or both, with equipment subject to confiscation; effective November 1, 2015
