Expands the definition of mounted specimens subject to wildlife enforcement from "deer and turkey" to all "wildlife" under 29 O.S. 2011, Section 5-413.

Mounted specimens are treated as the type of wildlife they represent for enforcement purposes under Sections 5-202, 5-203.1, 5-401, 5-411, 8-104 of Title 29, and Section 32.

Prohibits placement of mounted specimens alongside state or interstate highways for the purpose of enforcing wildlife statutes.

Restricts seizure and forfeiture of equipment, vehicles, or property used in wildlife violations to cases where the convicted person is a habitual wildlife violator or commits a second or subsequent violation.

Declares an emergency, making the act effective immediately upon passage and approval.
