Clarifies that no person may take game fish except by hook and line, throwline, trotline, or speargun (with exceptions for white bass by gig and blue/channel catfish by noodling), and prohibits selling game fish.

Specifies that spearguns open to game fish exclude black bass, crappie, striped bass, walleye, northern pike, and trout; limits spearguns to a maximum of three points with no more than two barbs per point.

Allows motorized boats in the upper Illinois River above Horseshoe Bend boat ramp, but prohibits jet skis, jet boats, and similar non-propeller-driven watercraft above the confluence with Barren Fork Creek except for law enforcement, hazard removal, or search and rescue purposes.

Establishes gigging seasons for nongame fish and white bass from December 1 through March 1 above Horseshoe Bend, and December 1 through March 31 above U.S. Highway 62 and State Highway 51.

Sets penalties ranging from $25-$100 for general violations, $100-$500 (or up to 30 days jail) for netting/snaglining/selling game fish, and $500-$1,000 (or up to 90 days jail) for repeat violations within two years, with one-year fishing license revocation.
