Creates the "Labor Commissioner Mark Costello Act" establishing court-ordered assisted outpatient treatment for adults 18+ with mental illness who have a history of treatment non-compliance resulting in at least two hospitalizations within 36 months or one or more acts of serious violent behavior within 24 months

Requires petitions for assisted outpatient treatment to be filed only by licensed mental health professionals employed by the Department of Mental Health and Substance Abuse Services or certified community mental health centers

Initial assisted outpatient treatment orders last one year with annual extensions available; courts may order patients to self-administer or accept administration of psychotropic drugs specifying type and dosage range

Expands definition of "licensed mental health professional" to include physicians licensed under Oklahoma Allopathic Medical and Surgical Licensure and Supervision Act or Oklahoma Osteopathic Medicine Act
