Removes the "small business" restriction, allowing businesses of any size to participate in the premium assistance program that helps employers and employees purchase health coverage

Deletes the requirement that the Employer/Employee Partnership for Insurance Coverage Premium Assistance Program expand to include parents of Medicaid-eligible children only if consuming less than 75% of dedicated funding by January 1, 2012

Declared an emergency measure, taking effect immediately upon passage and approval
