Creates "Ashlen's Law" to modify Oklahoma's vital statistics definitions related to fetal death

Changes the definition of "fetal death" from a gestation period prescribed by the State Board of Health to a specific threshold of at or beyond the twelfth week of uterogestation

Maintains existing provisions allowing "Certificate of birth resulting in stillbirth" to memorialize stillborn children

Effective date: November 1, 2015
