Office of Management and Enterprise Services shall contract with a vendor to conduct a pilot project testing incentives for health care providers and patients who use genetic testing for drug metabolism and drug testing for narcotic prescriptions.

Office shall fund the pilot project using operating funds without passing costs to participating state agencies, school boards, or providers, but may retain or share any realized savings.

Program must demonstrate a self-sustaining financial model where healthcare savings offset program costs, include a minimum of 10,000 beneficiaries, and operate through a HIPAA-compliant Internet application.

Vendor must offer financial rewards to patients who demonstrate understanding of their health conditions, adherence to recommended care, and allow physician access to patient responses and health accomplishments.

Participation is voluntary for both providers and patients on an encounter-by-encounter basis, with data collection and analysis over three years to determine program effectiveness and ability to become self-funded; act becomes effective November 1, 2015.
