Creates a new "Three-Day Wildlife Conservation Passport" in addition to the existing Annual Wildlife Conservation Passport for access to designated Wildlife Conservation Commission lands

Sets maximum fee of $1.00 above the cost of an annual resident hunting or fishing license for the Annual Passport, and a maximum of $15.00 for the Three-Day Passport

Lowers the age exemption from 18 to 16 years old and expands exemption to all persons under 16 regardless of residency status

Allows persons arrested for passport violations to purchase a temporary 30-day substitute license from the game warden ($50.00 for residents, $90.00 for nonresidents) instead of posting bond

Directs substitute license fees to the Wildlife Conservation Fund for wildlife and habitat protection; effective November 1, 2015
