Amends Oklahoma vehicle weight regulations to increase the axle weight limit exemption for vehicles transporting rock, sand, gravel, coal, and flour from 5% to 10% above standard limits

Vehicles qualifying for the increased exemption must be registered at the maximum allowable rate and cannot operate on the National System of Interstate and Defense Highways

Maintains existing exemptions for utility/refuse vehicles (15% over gross weight), agricultural products (5% over gross), and timber/oil field equipment (5% over gross)

Requires vehicles operating under weight exemptions to purchase an annual special overload permit from the Corporation Commission for $100

Effective date: November 1, 2015
