• Modifies Section 1115 and Section 1132 of Oklahoma statutes regarding vehicle registration fees, penalties, and procedures for various vehicle types including manufactured homes, motorcycles, and all-terrain vehicles.

• Distributes collected penalty dollars: $0.21 apportioned per Section 1104, $0.21 retained by motor license agent, and $0.58 deposited in General Revenue Fund.
