Applicants for newly drilled or newly converted underground commercial injection or disposal wells must submit information on road and bridge impacts and current conditions as a prerequisite to Corporation Commission approval

Corporation Commission must adopt minimum standards for state and county roads and bridges used to access commercial injection or disposal wells, ensuring infrastructure can handle traffic without substantial detriment and protecting driver safety

Permits cannot be issued unless roads and bridges meet minimum standards or the applicant agrees to upgrade or pay for upgrading the infrastructure to meet Commission or Department of Transportation design standards

Department of Transportation and county commissioners must be notified by certified mail of proposed wells and upgrade plans, with 45 days to review and respond; disapproved plans must be revised

Applies to applications submitted on or after July 1, 2016, and pending applications without issued permits; effective date July 1, 2016, with emergency clause
