Expands the definition of "gray water" to include untreated municipal wastewater captured from splash pads and water used by fire departments for cleaning equipment and vehicles.

Exempts splash pad wastewater from Department of Environmental Quality permit requirements when used for irrigation or land application if the splash pad is in a municipality or county with an ordinance regulating splash pad wastewater management.

Requires that local ordinances or resolutions include the same conditions and restrictions specified in paragraphs 5, 8, 11, and 12 of Section 2-6-108 to qualify for the permit exemption.

Defines "splash pad" to include facilities known as spray pools, spray pads, and spray grounds.

Declares an emergency, making the act effective immediately upon passage and approval.
