Limits advance notice requirement for fur dealer licenses to nonresidents only, rather than all fur dealers, with notice provided to the Director in the manner prescribed by the Commission.

Modifies trapping permit requirement on inhabited lands to require trappers carry written permission when setting and tending traps, rather than keeping the permit on their person at all times.

Clarifies that the requirement to post signs for smooth-jawed double-spring offset traps applies only to trappers not using their own property, while exempting employees of state and federal wildlife agencies from posting sign requirements.

Updates statutory language throughout the sections to clarify that trap identification and sign posting requirements do not apply to persons trapping on property they own or lease.

Becomes effective November 1, 2015.
