Applicants under 18 seeking a restricted driver's license may now submit a notarized affidavit signed by a custodial parent or guardian instead of requiring the parent/guardian to appear in person before someone authorized to administer oaths

Parents or guardians who sign the application or notarized affidavit remain jointly and severally liable for damages caused by the minor's negligent or willful driving misconduct

Notarized affidavits may also be used to authorize finger imaging for minors applying for driver's licenses or identification cards, as an alternative to the Department-prescribed authorization form

Parents or guardians may later request cancellation of the minor's license by filing a verified written request, relieving them of liability for subsequent driving misconduct
