Municipalities are now required to participate in Oklahoma's statewide one-call notification center for underground facilities, removing their previous exemption from mandatory participation

Eliminates the alternative option that allowed municipalities to provide underground facility information independently rather than through the notification center

Removes special treatment for municipally owned water, sewage, traffic control, and communication facilities that previously only required notifying excavators of facility presence rather than marking precise locations

Repeals Section 142.12, which governed duties of municipalities not participating in the statewide one-call notification center
