OK HB2003

Creates the Oklahoma Education Savings Account Program beginning with the 2015-2016 school year, allowing parents to establish individual education savings accounts to fund private school tuition, tutoring, educational therapies, curriculum materials, and postsecondary expenses

Eligible students include Oklahoma residents from households earning up to twice the federal free/reduced lunch threshold, participants in the Lindsey Nicole Henry disability scholarship program, or children of military members transferred to Oklahoma

Account funding equals 60-90% of State Aid factors based on household income, with the State Department of Education retaining up to 5% for administrative costs and transferring 1% to the State Treasurer for account management

Parents must sign agreements to provide education in core subjects, submit annual standardized test results, and may not enroll students in public school full-time while participating; accounts close upon postsecondary graduation or 4 years after high school

Prohibits expanded state regulatory authority over private schools accepting program students and requires an independent research organization to report annually on participating students' academic gains beginning in the program's third year
