Authorizes the Department of Transportation, Oklahoma Turnpike Authority, and county or city governments to close highways to traffic during flooding, repair, maintenance, or construction by erecting traffic-control devices and barricades.

Makes it unlawful for any person to drive through, under, over, or around traffic-control devices or barricades on closed highways, with exceptions for workers engaged in construction/maintenance and residents/business owners accessing their properties at their own risk.

Requires "Merge Now" traffic-control devices to be placed no greater than one mile nor less than 1,500 feet in advance of construction or maintenance areas, with merges completed as soon as practicable without passing other traffic.

Establishes penalties of $100-$1,000 fine and/or up to 30 days in county jail for violations, plus liability for property damage and injury; increases penalties to $100-$2,500 and up to one year in jail if violator was transporting a person under 18 years old during flood closures.

Requires convicted violators to pay restitution equal to actual costs of emergency response and repair or replacement of damaged emergency equipment.
