Prohibits animal rights charitable organizations, their professional fundraisers, and solicitors from soliciting contributions in Oklahoma that are intended for use outside the state or for political purposes inside or outside Oklahoma

Defines "animal rights charitable organization" as any 501(c) tax-exempt entity organized primarily to benefit animal rights, excluding organizations focused on companion animal welfare

Applies to individuals, organizations, groups, associations, partnerships, corporations, LLCs, trusts, and other entities (except natural persons) soliciting contributions in the state
