Authorizes use of videoconferencing for proceedings under this section in conformance with Section 3006 of Title 20 of the Oklahoma Statutes

Defines "court" as the court sitting in the county where the person is found to be insane

Updates possessive language from "person's" construction to "of the person" and "consumer's" to "of the consumer" for grammatical consistency throughout the statute

Declared an emergency measure, taking effect immediately upon passage and approval
