Authorizes valid handgun licensees to carry concealed handguns on public college, university, and technology center school property, with presidents and administrators prohibited from denying consent unless the licensee has a documented history of violent incidents

Removes previous requirements for written consent from college presidents or technology center administrators to carry on campus, and eliminates the notification procedure to the Oklahoma State Bureau of Investigation for violations

Maintains prohibition on carrying handguns in structures, buildings, or sports fields during collegiate sporting events on public property

Grants immunity from liability to public colleges, universities, and technology center schools for injuries arising from firearm accidents or self-defense incidents, except in cases of gross negligence or willful misconduct

Effective date set for November 1, 2016
