Extends Hospital Advisory Committee member terms from December 31, 2017 to December 31, 2020, with current members serving as of December 31, 2016 continuing until that date

Changes the annual review period for hospital program participation and assessment amounts from December to November of each year

Removes federal financial participation monies received under Title XIX (Medicaid) from the list of revenue sources deposited into the Supplemental Hospital Offset Payment Program Fund

Updates statutory reference for hospital licensing from Section 1-701.1 to Section 1-701 of Title 63
